im trying to delete a specific file in system32 but as thats where all the important files is, its very hard to delete things from there. The only way i can do it so far is if i go into the propertys and change the permissions so i have full control over that file and then delete it.
I am trying to do this programmaticly, ive tried numerous ways of changing the permissions on a file but i just get the error 'unauthorised', even in elevated cmd using commands like takeown/ it doesnt work, i know if i can do it in cmd, i can do it programmaticly so that would work too.
any help is appriciated

You should elevate the permissions due to UAC. Below is a sample which checks if the current user running the app has elevated rights, if not, exits and re-runs the app with Admin rights.
Take ownership of the file and delete

Further research showed that there is a much better way of doing this. Carry on;
Create Application Manifest
By doing this, you don't need to check for admin rights in the app and restart if required. By default, app will launch with the elevated credentials. Simple Add > New Item > Application Manifest to project and uncomment following line ;
Set File Access Permission in Code and Delete File
There should be a lincense.txt file in System32 folder. We can delete it with the following;
NOTE : Once you set the application.manifest with requirement of elevated permissions, Visual Studio may want to restart with Administrator rights when you start debugging. Simply allow it to restart, your project will be loaded automatically and you can start debugging.
NOTE FOR CLICK-ONCE APPLICATIONS : When elevated permissions are set in the manifest, clickonce applications deny to compile. To fix this, right click on the application project and go to Security tab. Uncheck 'Use Click-once Application Security' option and you are good to go.
Hope this helps

How To Delete System32 In Notepad
Archived
First posting here, and I should immediately start by saying that I no longer work in a true TS/IT role. Instead, I handle security of the network and information systems instead as of now.
In said role, I often also look over our physical security people to ensure everything is going smoothly, and assist them if needed for certain specific things. This also includes having a PC next to my main system that watches and reports alarms around the campus.
Around 3 months ago, our campus was struck by lightning (literally on a light pole) which caused a blowout of some fiber units and also affected our analog cameras. This then led into a surge of our alarm monitoring system and caused a whole HOST of issues, some of which have yet to be resolved.
One of these major unresolved issues, was that my computer would often lose connection to the server, and time out the alarm application. Normally, this would entail me logging back in, and everything would go back to normal. Instead, however, permission issues have caused my system to need to be reset every single time, taking 5 minutes minimum if not longer. Recently, this issue has gone from a nuisance, to a rage-and-hatred-inducing clusterfuck of epic proportions.
After 6 weeks of nothing being done about this, I decided to take matters into my own hands. I decided that the only way to get this solved, would be a catastrophic failure of my system. I started by removing the hard drive, plugging it into my SATA-> USB converter, and taking ownership of the drive on my main PC. Cue /delete of System32 and pop it back in.
Call manager, explain my PC has bit the dust, and Cue Tech Support coming in. I explain to them what I did (these guys are not responsible for our alarm programs, nor the server that hosts the permissions), they laugh their asses off, reimage my machine to Windows XP, and call our contractor for our security software.
Three days later, they come in and reset up my computer from square one, and TaDa!! all is back to good times.
Thank you system32, for once, deleting you actually WAS the solution!
EDIT: I'm glad everyone liked this story so much! =] I figure I should copy some of the questions/answers from the comments to help.
..I handle security of the network and information systems..
..reimage my machine to Windows XP..
ಠ_ಠ
To be fair, this system is not hooked into any external network, it is entirely closed circuit, so security issues are not really present on this system. Also, the program we use does not have any support for Windows Vista/7/8 so we just stick with XP until we get the budget for a full new access control system.
Why not just ask IT for reimaging rather than jump through this hoop?
This computer speicifcally must be heavily documented due to it's importance and, also, the related cost of having a technician come from our contractor to reset our alarm systems. As I said before, our internal IT was perfectly happy to help however they could, but doing a reimage for the sake of fixing a 'small issue related to crashing' (according to management) wouldn't fly well when the bill came from the alarm contractor. So instead, I took matters into my own hands to make the issue a little more pronounced.

How To Delete System32 File
The System32 directory contains a number of important system files that are vital to the operations of your computer. If any of the files within this directory are damaged or corrupt, you will receive errors similar to 'Windows/system32 corrupt or missing' when trying to boot up your computer. Resolving this problem involves replacing the corrupted system files with new ones. Windows 7 has a number of recovery utilities that you can use to resolve problems having to do with the System32 folder, including the Start Repair utility.
Step 1
Place your Windows 7 operating system CD in your computer.
Step 2
Press the 'F8' key on your keyboard while the computer boots up. This command enters the 'Advanced boot options' menu.
Step 3
Select the 'Repair my computer' option, and then press 'Enter.' The System Recovery Options screen opens.
Select 'Startup Repair' from the list, and click 'Next.' The utility will scan your computer for the problem involving the system32 folder, find the damaged or missing system files, and replace them with backup copies. Once this is done, your computer will boot into your Windows desktop.
